SEC. 43-13-103. Purpose.
For the purpose of affording health care and remedial and institutional services in accordance with the requirements for federal grants and other assistance under Titles XVIII and XIX of the Social Security Act as amended, a statewide system of medical assistance is hereby established and shall be in effect in all political subdivisions of the state, to be financed by state appropriations and federal matching funds therefor, and to be administered by the office of the governor as hereinafter provided.
