SEC. 65-3-17. Additions to and deletions from state highway system; Laws, 1962, 2d Ex Sess. ch. 24; Laws, 1963, 1st Ex Sess. chs. 17, 18; Laws, 1964, chs. 461-465.
Additions to state highway system.
(1) The mileage of the highways specifically designated in subsection (4) hereof is in addition to the total mileage limitation of eight thousand, six hundred miles which is set out in section 65-3-3.
(2) The highways specified in subsection (4) hereof are hereby designated as state highways and shall be placed under the jurisdiction of the state highway commission for construction and maintenance as hereinafter provided, and such highways, together with the highways designated in sections 65-3-3 and 65-3-5, and any and all other laws adding links to the designated state highway system, are declared to be the state highway system of Mississippi.
(3) The state highway commission is hereby authorized to maintain, construct, take over and assume jurisdiction of the highways specified in subsection (4) hereof in the same manner and upon the same terms and conditions as set out in sections 65-1-75, 65-3-3, 65-9-1, and 65-9-3.
(4) Particular districts enumerated:
Central district.
1. Commencing at the intersection of Jackson Avenue in the Town of Ridgeland on United States Highway 51, thence run in a westerly direction to intersect United States Interstate Highway 55, a distance of approximately seven-tenths of a mile.
2. Beginning at the residence of Hermon Blocker, at the end of a paved road two miles north of Edinburg, thence in a northerly direction by way of Remus Baptist Church, thence north to intersect Mississippi Highway 25 between Marydell and Mississippi Highway 19, all in supervisors district number 1 in Leake County, Mississippi.
3. Begin at the point on U. S. Highway 80 where the Jackson Municipal Airport (Allen C. Thompson Field) access road intersects said U. S. Highway 80 in Rankin County, Mississippi; thence run generally in a northerly and northwesterly direction along or near the existing airport access road and along or near the western boundary line of the Jackson Municipal Airport (Allen C. Thompson Field) property, to a point on Mississippi Highway 25 in Rankin County, Mississippi, and providing for adequate connection or connections to the existing airport access road; also beginning at the point where the present Jackson Municipal Airport (Allen C. Thompson Field) access road intersects U. S. Highway 80 in Rankin County, Mississippi, and thence continuing in a southerly direction to new Interstate Highway 20 at a point of interchange therewith, said road and connections to be properly located and numbered by the state highway commission.
4. Beginning at a point at or near where the Old Summerford Road, also known as the Philadelphia, Hopewell and Old Sandtown Road, intersects Mississippi Highway 482 at the Walter Clay farm, also known as the Wiley McLain farm near Okobla Creek, then run in a westerly direction following the general route toward Philadelphia on this Old Summerford, Sandtown and Hopewell Road, to pass at or near the new Neshoba County Negro School; continuing on the present general route passing the Neshoba County Sales Barn; thence bearing south and southwesterly to cross Mississippi Highway 16, thence continuing in the same general direction passing said Highway 16, at or near East Philadelphia Baptist Church and at or near the Walter Clay property; continuing on across Mississippi Highway 486, passing between the Neshoba County School and the Philadelphia Golf Club; thence south-southwesterly passing southeast of the St. Francis of Assisi Episcopal Church to intersect Mississippi Highway 19, at or near the Neshoba County General Hospital, said road to be designated as Mississippi Highway 482.
5. Three-fourths of a mile, more or less, described as beginning at the George Oliphant residence on the Carthage-Williston Road in Leake County; thence south to the Troy Wilcher Store on the Old Edinburg-Hillsboro Road; thence east along the Old Edinburg-Hillsboro Road to a point where the highway as designated in item 8 of subsection (4) of section 65-3-15, connects with said road.
6. Beginning in the Village of Madden at Mississippi Highway No. 488 in NE 1/4 of NW 1/4 , Section 35, Township 10 North, Range 9 East, and run thence easterly to a point in the NW 1/4 of NW 1/4 , Section 36, Township 10 North, Range 9 East, and then run northeasterly to the east boundary of E 1/2 of NE 1/4 , Section 25, Township 10 North, Range 9 East, being the eastern boundary of Leake county line a distance of two miles.
7. Beginning at a point on proposed and designated State Highway 25 south of the low head dam site on Pearl River near the point at which Scott, Rankin, Madison and Leake Counties join and running in a northwesterly direction across Pearl River to a point near the intersection of State Highway 16 and 17, thence in a westerly direction on State Highway 16 to Canton, Mississippi, thence in a southwesterly direction on Highway 22 to or near Flora, thence southwest to Edwards, in Scott, Madison and Hinds Counties.
Southern district.
8. Commencing at a point on U. S. Highway 84 approximately three miles east of Monticello, thence run in a northerly direction to Lake Mary Crawford, a state-owned lake, approximately 1.6 miles, more or less.
9. Beginning at the George and Jackson county line and extend southerly along what is commonly known as "Old Spanish Trail Highway" to the north end of bridge over Bayou Castopia.
10. Beginning at a point on U. S. Highway 45 some six miles south of Waynesboro, Wayne County, Mississippi, and running thence in a southeasterly direction along said road to the southern boundary line of the Waynesboro Pine Tree Nursery lands, a distance of approximately three miles, commonly known as the Mt. Zion Public Road.
11. Beginning on U. S. Highway 90 at or near the Bayou Casotte Road, in Jackson County, thence in a northerly direction to or near the intersection of Mississippi Highway No. 63 and Mississippi Highway No. 613, a distance of approximately nine miles.
Additional deletions from state highway system.
(5) Particular counties enumerated:
Calhoun County.
1. The following link of highway in Calhoun County, Mississippi, is hereby deleted from the state highway system and removed from the jurisdiction of the state highway commission:
Beginning at the western city limits of Calhoun City on old paved Highway No. 8, and following said old paved highway westerly a distance of approximately six miles to the vicinity of Big Creek, thence north to the Town of Big Creek and thence westerly and following old graveled Highway No. 8 to the Calhoun County-Grenada county line.
Marshall County.
2. The following described link of state highway is hereby deleted from designation as a state highway, and is hereby removed from the jurisdiction of the state highway commission:
Beginning at Mississippi Highway 349 in Section 24, Township 6 South, Range 1 West, and running north four-tenths of a mile, thence east four-tenths of a mile to the Union county line.
Tippah County.
3. The following described links of state highways are hereby deleted from the state highway system and are hereby removed from the jurisdiction of the state highway commission:
(a) About five miles of road in the first supervisors district of Tippah County, Mississippi, a part of old U. S. Highway 72, now State Highway 354, described as commencing at the intersection of said highway at its intersection with "Camp Ground Road" where the blacktop paving now ends and running east with said highway to the Alcorn county line.
(b) About four and four-tenths miles of road in Tippah County on State Highway 353 described as commencing at the second and fifth supervisor's district line where the blacktop on said road ends and thence in a westerly direction following the road to Mississippi Highway No. 15 in the City of Ripley.
Choctaw, Webster and Winston Counties.
4. The following links of highway in Choctaw, Webster and Winston Counties, Mississippi, are hereby deleted from the state highway system and removed from the jurisdiction of the state highway commission:
A link on the Ackerman and Tomnolen Road, beginning at the Natchez Trace and running thence to intersect U. S. Highway 82 near Tomnolen, said road being in Choctaw and Webster Counties.
A link of the old Spay and Chester Road, beginning at a point on State Highway 12 approximately two and seven-tenths miles southwest of Ackerman and running thence south to State Highway 14 to intersect at a point approximately twelve miles west of Louisville, Mississippi, said road being located in Choctaw and Winston Counties, Mississippi.
Grenada and DeSoto Counties.
5. The following link of highway in Grenada County, Mississippi, is hereby deleted from the state highway system and removed from the jurisdiction of the state highway commission:
State Highway No. 326 beginning at U. S. Highway No. 51 in Grenada County, Mississippi, and running westerly to the Grenada-Tallahatchie county line.
6. The following link of highway in DeSoto County, Mississippi, is hereby deleted from the state highway system and removed from the jurisdiction of the state highway commission:
State Highway 301 beginning in Eudora and running south through Cub Lake to the DeSoto-Tate county line.
