SEC. 5-3-151. Environmental Protection Council created; purpose and duties of council; report of council.

(1) There is hereby created a joint committee of the Senate and House of Representatives to be known as the Environmental Protection Council, hereinafter referred to as the "council." The council shall study and make recommendations to the Legislature on environmental matters including, but not limited to, the following:

(a) The state's hazardous waste management and disposal needs;

(b) The state's nonhazardous waste management and disposal needs;

(c) The state's hazardous materials management and transportation needs;

(d) The state's toxic chemical management needs;

(e) The state's water pollution control and groundwater management needs;

(f) The state's air pollution control needs;

(g) The state's needs with regard to programs protecting or enhancing the state's environment, including, but not limited to, energy conservation and management programs; and

(h) Matters or programs related to state or federal environmental law.

(2) The council shall submit its recommendations, findings, conclusions and reports to the Legislature no later than the first day of the second week of each regular session.
