SEC. 9-3-70. Advisory Committee; consideration of rules.
Except in case of an emergency and then only on a temporary basis, no new rule may be made and no existing rule may be modified, amended or repealed until:
(1) It shall have been considered by the Advisory Committee on Rules;
(2) The Advisory Committee on Rules shall have provided its report, recommendation or comments thereon to the Supreme Court;
(3) Reasonable public notice shall have been given of the proposal and the views of the advisory committee thereon, together with the opportunity for public comment thereon; and
(4) A reasonable period of time shall have elapsed from the date of the giving of such notice.
