SEC. 21-31-3. Adoption of civil service system authorized in certain municipalities.
The governing authorities of any municipality in which there is located a port of entry, in any county which has created a county port authority, may, in their discretion and by ordinance, extend the provisions of sections 21-31-1 to 21-31-27 to all full-paid employees in all departments of such municipality.
