SEC. 43-3-61. Duties of the county departments.
The county departments shall:
(a) Administer the provisions of sections 43-3-51 to 43-3-91 in the respective counties subject to the rules and regulations prescribed by the state department pursuant to the provisions of said sections;
(b) Report to the state department at such times and in such manner and form as the state department may from time to time direct.
