SEC. 43-9-1. State-wide system of old age assistance.
For the purpose of providing for aged persons in need, a state-wide system of old age assistance is hereby established and shall be in effect in all political subdivisions of this state, to operate with due regard to the varying conditions and cost of living, to be financed by state appropriations therefor, and to be administered by the state department of public welfare as hereinafter provided.
