SEC. 55-5-3. Construction.
Sections 55-5-1 to 55-5-17, being necessary for and to secure the public health, safety, convenience and welfare of municipalities, counties and other political subdivisions of the State of Mississippi, shall be liberally construed to effect the purposes thereof.
